How we read each state
Four lenses on the electoral surface
RAIL Tracker reads the electoral and legislative surface that the ARM × C2G substrate is surfacing through. Each state is scored on four dimensions of opposition that surface most consistently in 2026 legislative, electoral, and movement activity.
Energy / Power
Grid capacity, transmission, large-load curtailment, interconnection costs.
Water / Geology
Aquifer, watershed, cooling water, subsurface constraints.
Capital Flows / Insurability
Ratepayer cost-shifts, tax-break repeals, stranded asset risk.
Talent / Workforce
AI labor displacement, construction labor politics, jobs-promised-vs-delivered.
Weather/Climate and Critical Minerals/Materials — two of the five ARM × C2G physical domains — are read in RAIL Parcel, the geocentric substrate read. They are not surfacing electorally at the rate Energy and Water are in 2026. The four lenses and the five domains overlap deliberately; they do not substitute for each other.
